Samantha "Sam" Roxas brings over 15 years of experience in public policy and private sector leadership to Common Good, with expertise in legislative and government affairs strategy, communications, public engagement, and event and media production.
Prior to co-founding Common Good, Sam led public affairs and business development for high-growth startups in the mobility and built environment sectors. She’s guided companies like WeWork, REEF Technologies, and Replica through complex government landscapes, developed effective go-to-market strategies, built strong community ties, and passed legislation that fueled business growth.
Before advising companies, Sam spent a decade in government, serving the offices of then-California State Assembly Speaker Pro Tempore David Chiu, U.S. Senator Barbara Boxer, San Francisco Mayor London Breed, and U.S. Representative Jackie Speier on groundbreaking legislation in the housing, economic development, social equity, and environmental sustainability world. Sam’s legislative accomplishments continue to shape communities through the implementation of affordable housing tax credits, criminal justice reforms, expanded micromobility options, funding for preserving small businesses, and more.
A recognized thought leader, Sam frequently speaks at conferences, community events, and with press on the opportunities and challenges of public-private collaboration. She produces and co-hosts Beyond Streets (formerly The Mobility Podcast) where she examines the impact of transportation equity solutions in cities with leaders shaping the industry.
Based in South LA with her partner Ryan, their two children, and Chihuahua King, Sam is also a dedicated foster parent, advocating for the rights and well-being of children and families.

Our Story
Our journey began in public service, driven by a shared passion to uplift communities, support the most vulnerable, and create opportunities for all. Over a decade, we shaped legislation, forged deep community connections, and spearheaded innovative programs. The work was as rewarding as it was challenging. As time went on, we faced a growing tension: the relentless cycle of rising public need and shrinking government resources. It was disheartening to witness how this imbalance eroded public trust and politicized the very idea of the common good.
Living in the heart of innovation—San Francisco, New York, Los Angeles, and Seattle—we saw how the private sector, especially technology, could be a force for positive change. Over the next decade, we partnered with industries like finance, govtech, real estate, retail, and mobility to bridge the gap between business and the public sector. We helped these companies cultivate deeper, more thoughtful relationships with government and the communities they serve, understanding that sustainable growth requires more than disruption—it demands collaboration and foresight.
Through these experiences, we came to a powerful realization: true, lasting impact comes only when the public and private sectors work together. We cannot simply disrupt or regulate our way out of society’s challenges. Instead, we must strive for a virtuous cycle of good governance, shared understanding, equitable access, thoughtful innovation, and a renewed public trust.
We founded Common Good to ignite and sustain this virtuous cycle.

Our
Values
Equity is a verb
It’s not enough to talk about creating a more equitable society. We must integrate it into the fabric of our public policies, our digital products, and our built environment. At Common Good, we tenaciously put equity into action by supporting organizations who bake equity into everything they do.
Transparency is radical
The opaqueness that surrounds the government consulting world is unproductive, hinders growth, and stifles impact. We believe in giving our clients radical transparency in everything from our pricing to our work product so that our efforts can stay laser focused on meeting goals. This means less abstraction, less jargon. More plain speak, more tangible outcomes.
Integration is Innovation
Innovative ideas are only as good as their ability to fit within the real constraints of the public sector. We obsessively focus on ways that technology can benefit the public and how they can be practically integrated in existing systems that service the community. This is how real impact is sustained.
For the greater good
We are a mission-driven organization that prioritizes companies and public agencies that make a meaningful impact on livability, sustainability, and equity in our communities. In doing so, we believe we can help harness the strengths from the public and private sector in service of the common good.
