Founding Partner
Samantha "Sam" Roxas brings over 15 years of experience in public policy and private sector leadership to Common Good, with expertise in legislative and government affairs strategy, communications, public engagement, and event and media production.
Prior to co-founding Common Good, Sam led public affairs and business development for high-growth startups in the mobility and built environment sectors. She’s guided companies like WeWork, REEF Technologies, and Replica through complex government landscapes, developed effective go-to-market strategies, built strong community ties, and passed legislation that fueled business growth.
Before advising companies, Sam spent a decade in government, serving the offices of then-California State Assembly Speaker Pro Tempore David Chiu, U.S. Senator Barbara Boxer, San Francisco Mayor London Breed, and U.S. Representative Jackie Speier on groundbreaking legislation in the housing, economic development, social equity, and environmental sustainability world. Sam’s legislative accomplishments continue to shape communities through the implementation of affordable housing tax credits, criminal justice reforms, expanded micromobility options, funding for preserving small businesses, and more.
A recognized thought leader, Sam frequently speaks at conferences, community events, and with press on the opportunities and challenges of public-private collaboration. She produces and co-hosts Beyond Streets (formerly The Mobility Podcast) where she examines the impact of transportation equity solutions in cities with leaders shaping the industry.
Based in South LA with her partner Ryan, their two children, and Chihuahua King, Sam is also a dedicated foster parent, advocating for the rights and well-being of children and families.
